Army Committee Faults Danjuma’s Claim Of Troops’ Collusion In Taraba Killings

The Nigerian Army says its investigation has revealed that the allegation by a former defense minister, General Theophilus Danjuma (retd)

The Nigerian Army says its investigation has revealed that the allegation by a former defense minister, General Theophilus Danjuma (retd) that it troops were conniving with herdsmen to attack and kill people across villages in Taraba and other parts of the country was not true.

Rather, the Army said findings of the 10-man investigative panel set up to investigate the allegations of the former defense minister revealed that the sustained media campaign against the military in Taraba State, in particular, was because of the refusal of attempts by local leaders to draw the military commanders.

Lt. Gen. Tukur Buratai, the Chief of Army Staff said this in a statement in which he gave snippets of the findings of the investigative committee set up to investigate the allegation of the former defense minister on Friday.

According to him, the committee visited and interacted with government officials, the governor, security agencies and other stakeholders in the three senatorial zones of Taraba State in the course of its investigations.

The 10-man panel comprising senior Army officers (both serving and retired) and members from the National Human Rights Commission, Nigerian Bar Association, and other Civil Society Organizations was inaugurated on 9 April 2018.

“The major findings of the Investigation Panel were as follows: There was no collusion on the part of the Nigerian Army and units operating in Taraba State with any bandit(s) as stated by Lieutenant General TY Danjuma (Retired). There were few instances where locals drag soldiers outside strict military duties to intervene in civil disputes. There were good collaborations, synergy, and cooperation between the Nigeria Army and other security agencies operating in Taraba State.

“There is a sustained media campaign to belittle the military operations in Taraba State. Most of the crises over the years in Taraba State were particularly in Takum, Wukari, Ussa, Donga and Sardauna Local Government Areas.

“There was absence of Nigerian Army deployments in some crises prone areas in the hinterland in Taraba State. The Nigeria-Cameroon common borders in Taraba State were porous. There was a massive proliferation of small arms and light weapons in Taraba State, some of which have been recovered from warring parties, criminal and unauthorized persons.

“Troops deployed in Taraba State for Operation MESA were not paid RCA by the state government since February 2018.

“There was inadequate communication equipment in the units which impede Nigerian Army operations. Some of the localities in the hinterland in Taraba State were not accessed by road,” the Committee said.

It also pointed out that Lieutenant Colonel IB Gambari, the Commanding Officer of the 93 Battalion, commands his unit effectively and professionally and was only being vilified by some people/government of Taraba State for his refusal to act outside his professional duties or do the biddings of some government officials.

“The Executive Governor of Taraba State made several attempts to ensure the removal of the Commanding Officer of 93 Battalion, Lieutenant Colonel IB Gambari from command for his refusal to be dragged into the state politics.

Taraba State is highly heterogeneous and divided along ethno-religious lines. The Chairman of Takum LGA, Hon Shiban Tikari made several attempts to undermine the authority of the Commanding Officer 93 Battalion through some officers of the unit.

The troops have a good understanding of the Code of Conduct/Rule of Engagement. There were security breaches/clashes in Taraba State till date which has necessitated the deployment of troops in the state. The responses of Nigerian Army troops deployed to forestall these crises were commendable despite daunting challenges. The 20 Battalion operating at Sardauna Local Government Area lacks combat motorcycles. Some of the challenges facing the units operating in Tarana State include terrain, inadequate intelligence, inadequate communication, and manpower problem.

There was verifiable evidence that 2 Nigerian Air Force helicopters with registration numbers NAF 574 and NAF 575 landed in Gembu on 15 March 2018 and 11 April 2018 respectively without the knowledge of the local authority.

“The Nigerian Air Force helicopters and personnel that landed in Gembu area were for the proposed establishment of Nigerian Air Force Base at Gembu. Dairies and other relevant documents pertaining to some major security breaches/clashes were maintained by units operating in the State, however, the units did not document the after-action review.”   

The Committee also noted in the report that the clashes in Taraba State are a result of clan and communal crisis that predates the President Muhammadu Buhari’s administration. It added that while most of the crises in Taraba State are politically motivated, some persons are deliberately escalating the situation for selfish gains.

“With respect to the statement by Lt Gen TY Danjuma (retired), it is clear that the allegations were not true, hence there is a need to urge for caution on the part of the elder statesman, in view of the security implications of such comments,” the Committee said.

The Committee, however, recommended that Army Headquarters should devise a means to be independent in its operation across Nigeria so as to insulate soldiers from the overbearing influence of politicians in government especially with particular reference to the sponsorship of Nigerian Army operations in states.

It also asked Army authorities to address the challenges of manpower, communication and provision of adequate and timely intelligence to support Nigerian Army operations in Taraba as well as the need for multi-stakeholder engagement at all levels to douse tension, beef up the manpower of units, project its civil-military cooperation relationship by creating awareness prior to the provision of people-oriented programmes in the state.

It also asked Defence Headquarters to implore the Services to follow due process in the establishment of any new military location/base in any state.

While commending the Commanding Officer of 93 Battalion, Lieutenant Colonel IB Gambari, for his professionalism, the Committee urged the military authorities to impress the need for an after-action review on its commanders in order to improve on future Nigerian Army operations.

It also asked for the education of the political class on the implication of polarizing the military to achieve selfish gains, while asking the Taraba State government to prosecute criminal elements arrested and handed over during the course of Nigerian Army operations.

A faction of the All Progressives Congress in Imo State has gone ahead to conduct the state congress of the party on Saturday, despite a federal High court of Owerri order stopping the exercise.

There was tension in Owerri, the Imo State capital on Saturday as the operatives of the state police command numbering over 200 with about 20 operational vehicles barricaded the state secretariat of the All Progressives Congress.

APC secretariat, located at Imo State University junction in Owerri, including roads linking to the building, were blocked as the arms-bearing policemen guarded the area.

The policemen were believed to be acting on the instruction of the new state commissioner of police, Dasuki Galadanchi, to stop the APC state congress following the court order.

Our correspondent observed that while the stern-looking policemen maned the APC secretariat, all the officials of the party, including members of staff, avoided the secretariat.

The Police Public Relations officer in the state, Andrew Enwerem, said that the Police were determined in ensuring that the court order was obeyed by all members of the party in the state.

According to the Police spokesperson, the Police would arrest anybody “who tried to defy the court order in order to conduct the state congress.”

But in order to beat the Police security, APC members who are not in tandem with the state governor conducted the state congress in an undisclosed venue despite an order of a federal high court stopping the congress.

The APC state chairman, Hilary Eke, said that the idea was to ensure that security agencies who had become partisan did not truncate the exercise.

Eke, who spoke with our correspondent on the phone from an undisclosed venue, said that over 1,500 delegates from the 305 wards of the state were electing state executive members of the party under the supervision of officials from the national secretariat, and members of staff of Independent National Electoral Commission.

Eke said, “Over 1,500 delegates have elected the state executives”.

“The venue of the congress was not disclosed because of security reasons.”

“INEC officials and officials of the party from Abuja are here.”

“Okorocha is not part of the Congress; the delegates are the ones electing the state executive.”

“The Congress is very peaceful and we are working hard to make sure that the people take back Imo APC.”

But state secretary of APC, Obioma Ireagwu, said that Eke, who was suspended for alleged anti-party activities, risked a jail term for defying an order of a court of competent jurisdiction.

The party scribe maintained that the party would ensure that those who took part in what he described as “flagrant disobedience to an order of the court” face the full wrath of the law.

He said that in due course, the party would conduct its congresses, starting from the ward to the state level.

Meghan’s dress is designed by Clare who is a highly revered British designer. Clare became the first female Artistic Director at the historic French fashion house Givenchy after serving as creative head at Pringle of Scotland and Chloé.

Clare was chosen to make Meghan’s wedding dress after the two met earlier this year.

2. Meghan’s wedding dress is made of one of a kind fabric

After Clare and Meghan had done an in-depth research across European fabric mills they settled on an exclusive double bonded silk cady which was developed specifically for the dress.

The fabric was chosen because it would give the “perfect for the round sculptural look”.

3. Meghan’s veil has all 53 countries of the Commonwealth represented

 

Meghan wanted to have all 53 countries of the Commonwealth with her during the ceremony and her veil bears testimony to this. The veil is a floral composition of one distinctive flora which represents each Commonwealth country where it is mostly found.

 

Meghan also chose Wintersweet which grows in the grounds of Kensington Palace and the California Poppy to represent her place of birth in California. Crops of wheat are also embroidered and blend into the flora to symbolise love and charity.

4. It’s a really, really long veil

The veil is five meters long and is made from silk tulle with a trim of hand-embroidered flowers in silk threads and organza.

The workers spent hundreds of hours carefully sewing and washing their hands every thirty minutes to keep the tulle and threads clean. Phew!

5. The tiara was given to her by the Queen

Meghan’s veil is held in place by a tiara which was lent to her by the Queen. It;’s very much royal tradition as we see with Princess Diana’s wedding and Kate Middleton.

The tiara is Queen Mary’s diamond bandeau tiara and was made in 1932, with the centre brooch dating from 1893. The tiara was given by Queen Mary to The Queen in 1953.

6. Meghan’s wedding ring is a gift from the Queen

Meghan added another ring alongside her three-stone diamond engagement ring, a wedding band made of Welsh gold, which Queen Elizabeth gave the bride-to-be as a gift.

7. Meghan kept it simple with minimal jewellery

While it may be her big day, Meghan Markle decided to keep it simple with wearing a tiara lent to her by the Queen, diamond stud earrings and a stunning bracelet. No necklace here as Meghan kept the boatneck of her wedding gown clean and modern.

Prince Harry handpicked flowers a day before the wedding from the private garden at Kensington Palace to add to the bespoke bridal bouquet designed by florist Philippa Craddock.

The bouquet also includes Forget-Me-Nots which were Diana, Harry’s mother, favourite flower to honour her memory. Other flowers include scented sweet peas, lily of the valley, astilbe, jasmine and astrantia, and sprigs of myrtle which are all bound with a naturally dyed, raw silk ribbon.

Meghan enlisted the help of makeup artist Daniel Martin and long-time friend for her makeup. Huawei has made sort of a habit out of quietly revealing its new Y-family devices, without any announcement or fanfare. While we do get that there's not a lot to rave about the Y5 Prime (2018), a little heads-up would still be nice, since we do like to stay on top of things.

Anyway, the Y5 Prime (2018) is a relatively compact handset, measuring 146.5 x 70.9 x 8.3mm and tipping the scale at 142 grams. Inside that frame, Huawei managed to fit a 5.45-inch HD+ display. Naturally, of the trendy extra-tall variety. Under the hood, you get 2GB of RAM and 16GB of storage. The latter is expandable via microSD, which has it's own dedicated slot and is conveniently not in the way of any of the two SIM cards. Well, if you opt for the dual SIM DRA-L22 variant, that is. The DRA-L02 only has the one.

Interestingly enough, Huawei decided not to share the make and model of the chipset, inside the Y5 Prime (2018). Earlier leaks, attributed to the device, suggest it has a quad-core CPU setup at its disposal, running at a rather modes 1.5Ghz. This could be the Snapdragon 450, but we're just guessing.

The camera setup consists of a 13MP snapper on the back and a 5MP one on the front. The latter can even power a Face unlock feature. Though, as per Huawei's website, that might come in a future software update. Speaking of software, the Y5 Prime (2018) runs Android 8.1 out of the box, complete with EMUI on top. A sealed-in 3020 mAh battery keeps the lights on. Thanks to Power Saving 6.0 technology, Huawei boasts up to 62 hours of continuous music playback and 13hours of video from a single charge.

There is no word on pricing or availability as of yet. What we do know is that the Y5 Prime (2018) will come in Black, Blue and Gold.

US First Lady Melania Trump returned to the White House on Saturday after undergoing a procedure to address a “benign” kidney condition.

“She is resting comfortably and remains in high spirits,” the White House said in a statement.

The Slovenia-born former model underwent an embolization procedure, according to her communications director Stephanie Grisham.

Embolization is most frequently used to cut off the flow of blood to a tumor or growth.

It is common to stay overnight after the procedure to treat the pain.
